Financial Aid Reporting Process.
The 2007-08 reporting cycle of the Division III Financial
Aid Reporting Program was officially launched June 15th.
The deadline for schools to submit their data to the NCAA
via the Financial Aid Data Management System is Friday, September 14, 2007. This is a change from previous years
where the last Friday of September had been targeted. The NCAA Division III Financial Aid Committee decided to
move the deadline up by two weeks to minimize conflicts for the student
financial aid community with other reporting deadlines at the end of September.
E-mail and hard-copy correspondence has been forwarded to
all presidents, chancellors, financial aid directors, athletics directors,
senior woman administrators, faculty athletics representatives and conference
commissioners announcing the program launch and informing them of the new
submission deadline.

REGISTER BY SEPTEMBER 3 FOR THE DIVISION III STUDENT-ATHLETE REGIONAL
LEADERSHIP CONFERENCE! A reminder e-mail containing
registration information for the fall Division III Student-Athlete Regional
Leadership Conference will be sent August 1 to all eligible institution's
directors of athletics, senior woman administrators, faculty athletic
representatives and conference commissioners. Eligible institutions include those associated with the
following athletic conferences:

Educational Column -- NCAA Division III Bylaw 17._.2
-- Preseason Practice in Fall Sports other than Football (III)
NCAA Division III institutions should note that the sports
of cross country, field hockey, golf, rugby, soccer, tennis and women’s
volleyball shall not commence practice sessions before the date that permits a
maximum of 16 practice opportunities (using the counting method identified per
NCAA Bylaw 17.02.11) before the first scheduled intercollegiate game or before
September 1, whichever is later.
Further, in the sports mentioned above, an institution shall
not engage in its first contest or date of competition with outside competition
before September 1 or the preceding Friday if September 1 falls on a Saturday,
Sunday or Monday. Because September 1, 2007, falls on a Saturday, the
first permissible contest or date of competition in these sports may occur
August 31.
An institution that has scheduled its first contest or date
of competition August 31 is required to count 16 practice opportunities from
September 1. Even though the institution is competing August 31, it is
required to count a practice opportunity on that date.
Finally, an institution that has scheduled its first contest
or date of competition for a date after September 1 must count 16 practice
opportunities from the date of that contest or date of competition.
Note: The Division III Management Council stated that
student-athletes should not suffer adverse consequences for an institution that
miscalculated the first permissible practice date and therefore issued a one
time blanket waiver permitting all institutions to provide room and board to
student-athletes that arrived on campus for preseason practice prior to the
first permissible practice date. However, no student-athlete is permitted
to engage in athletically related activity prior to the first permissible
practice date.

Recently Released Official Interpretation.
The NCAA Division III Interpretations and Legislation Committee
has recently released the following interpretation:
Participation in Physical Activities Prior to Undergoing
Mandatory Medical Examination (III).
The committee confirmed that a student-athlete may not participate in
any athletically related activity prior to undergoing a medical examination or
receiving an updated medical history, even if that student-athlete has not been
named as a member of the institution’s team (e.g., walk-on tryouts). [References: Bylaws 17.02.1.1 (athletically related activities) and
17.1.5 (mandatory medical examinations)]
2008 NCAA Convention Membership-Sponsored Proposals.
The Initial Publication of Proposed Legislation (IPOPL) will
be available on-line by August 15th at: http://www2.ncaa.org/media_and_events/ncaa_publications/membership/.
The nine membership-sponsored legislative proposals will be posted live from
LSDBi when you select the IPOPL link. Please note that only
membership-sponsored proposals are included in the IPOPL. The sponsor
modification period is August 15 – September 15.

2007-08
Getting in the Game Web site.
The
2007-08 edition of the Getting in the Game Web site is now available. This easy-to-use, video-based website
will take the place of the "Getting in the Game" CD-ROM that you have
received in the past. With this
new website, you will be able to access information and videos from anywhere
and share the information across campus.
The goal of the website is to help you explain and relay important NCAA
Division III information to your student-athletes, coaches and staff.

Information
on the website includes: NCAA 101, Division III Facts, Summary of Regulations,

The 2007-08 NCAA Division III Rules Test is available
online.
Beginning August 1, 2007, the NCAA Division III Rules Test
will be required annually for all head coaches and athletics administrators
with compliance responsibilities on an annual basis per NCAA Bylaw 11.6 and
Constitution 3.2.4. The Rules Test
is required annually for all coaches and athletics administrators with
compliance responsibilities. It is
intended to be a learning tool offered to the Division III membership. It is to be taken “open book” in an
effort to better familiarize individuals with the legislation contained in the
NCAA Division III Manual. The test

Planning Subcommittee will review the educational topics suggested via the

The 2007-08 NCAA Basketball Promotional Kit and Women's
Basketball Branding and Promotions Activation Kit. The 2007-08 NCAA Basketball
Promotional Kit and Women's Basketball Branding and Promotions Activation Kit
will be available Wednesday,
August 1 at 1 p.m. EST at http://www.ncaa.org/bkbmarketingresource.
The NCAA Basketball Promotional Kit provides member
institutions a catalog of NCAA provided or subsidized promotional assistance to
help promote their men's and women's basketball teams, increase attendance and
create greater awareness for college basketball. The Women's Basketball
Branding and Promotions Activation Kit is an online resource to assist member
institutions in telling the women's basketball story. Components of the
activation kit include easy to use templates and best practices for women's
basketball.

Selection Criteria.
a.
All
team sports. The championships
committee approved for the secondary selection criteria, “results versus common
out-of-region opponents” and “results versus Division III teams ranked in other
regions” be changed to “results versus all common opponents” and “results
versus all Division III ranked teams.”
b.
Men’s
and Women’s Track and Field.
·
Selection
Criteria. Approved the
following changes to the NCAA Division III Cross Country Championships
selection criteria:
-- Regional
performance/place is the primary piece of the criteria, as a team cannot be
selected to the championships over a team it finished behind at its respective
regional”;
-- Late-season
performance be defined as “a team’s last three regular-season meets prior to
regionals that meet the following criteria will be used during the selection
process;
Ø
A team
runs at least three of its student-athletes who will compete for their
institution at regionals;
Ø
The
race length must be at least 5 kilometers or 3 miles for the women and 6
kilometers or 4 miles for the men;
Ø
The
meet must be scored in accordance with the scoring procedures in the NCAA Men’s
and Women’s Cross Country/Track and Field Rules book; and
-- Common
opponents using late-season performance comparisons, effective date 2008-09.

Ohio to be designated as the site for the 2008 Men’s and Women’s Swimming and
Diving Championships. Wooster
College will serve as the host for the competition to be conducted at Miami
University (Ohio).
c.
St. John’s University (Minnesota) to serve as host of the Great
Lakes regional and Wabash College to serve as host of the Midwest regional for
the 2009 NCAA Wrestling Championships.
d.
Coe College, Cornell College and the Iowa Intercollegiate
Athletic Conference to serve as the hosts of the 2009 NCAA Wrestling
Championships. The championships
will be conducted March 6-7, 2009, at the U.S. Cellular Center in Cedar Rapids,
Iowa.
